How do i slim down the insides of my thighs? I hate that they touch eachother. What is an effective excercise for this area?

you need to reduce your body fat but this can not be done via specific exercises only through regular exercise and diet.

when training the legs or any muscle for that matter the focus needs to be on moving the "load" using the target muscle(s) not just moving the weight from point A to B as quick as possible

requires alot of work, you will need to do extensive cardio and leg weight training, they are formed on lazy muscles so you need to work all your leg muscles in order to get them to exert any force, if they grow to big they will need plastic surgery to trim the skin, take care of it before they get outta control.
