How do you use hair mousse properly?

I mean, I know it's for holding hair but from experience, I find that it leaves hair flakey and sticky-feeling. I think I'm doing something wrong.

No, that's how gel and mousse are. the correct way as far as i know is to wet your hair or after shower get the watter out with towel completely, then apply the mousse. You can also use blow dryer to style it, but if you like to have that wet looking style, don't. But most important of all, which most folks forget to that, to wash your hair perfectly before getting to bed, if you like to have a healthy hair and also not loosing them.

Yes, you are using too much, just spray it lightly it will hold.
