The truth is this. The '71 engines were actually the beginning of the low performance engines. Most were taken down a bit in compression from the '70 models and therefore lost a bit of horsepower. The '71 and '72 models were actually quite similar to each other with the exception of a few models. The real reason for the large discrepancy between horsepower for the two years is that starting in the '72 model year, manufacturers were required to rate engines in SAE net horsepower. Before this, they used gross horsepower ratings (at the flywheel with no accessories, etc.)

The govt. came out with EPA regulations that seriously castrated the engines after 1971. Ford, Dodge and Chevy all got slammed with the new regulations. No more Hemi, 440 Mag, or the big horsepower Ford and Chevy engines. But they could be massaged to produce power. But I still say I will take a Hemi any day.

Fuel shortage and insurance companies---god, I hated waiting in those long lines. Most places you could only buy gas on odd or even days depending on your plate number. limited to 10 gals, and gas stations closed on Sundays. Also insurance companies started flexing their muscles---would not insure many engine combinations.
next major change was 1974/1975 with unleaded fuel, catalytic converters, and emission laws that went into effect
