Yes it's German for I love you (stranger), if someone they know very close it's ich liebe dich.

It would be translated to "I love her" in English, unless it was written "Ich liebe Sie" which would be "I love you" however would be a bit odd, as Sie is the formal version of "you" & usually wouldn't be used when expressing love, if I understand correctly. "Ich liebe dich" would be an informal way of saying "I love you."

"Sie" is "you" and "sie" is "she" or "her." :)

You're right it's about LOVE which is :
Ich liebe Sie.....or I love you in German.

So if it was Sie, then it means "I love you" in a sort of ceremonial way, like "I love thee".
