If the name is in fancy scrollwork, the person writing it would be called a calligrapher. If the writing were more like precision printing or handwriting, the person is called a scrivner or scribe. If the name is actually embossed into the paper by metal plate, the person is an engraver.

Are you talking about the person who creates the certificate? The person that fills in the information on a certificate? That would be a scrivner or calligrapher. They are practiced in being scribes or writers of fine script. It is a specialized form of a clerk type position. In the days before computers and even typewriters, when everything had to be hand written, a good scrivner was quite valuable.

I'm not sure what you are asking. A person who writes could be an author, writer, or scribe. I think we might have a language barrier or problem.
