I think much better intelligence is the first thing we should work on. Then once we are sure of who we're going after and where, we should make it final and decisive. Get them when they are away from innocents even if it means having a little patience. Use assassins private or government to take them out. Start making them fear for their lives, not from an army that they can see coming but from a hitmans bullet that comes from nowhere. Make it terrifying to be a terrorist.

The terror in Iraq started only after the invasion, before that there was no terror in Iraq. The situation now is too complicated, not declared civil war is taking place. The USA is in a very bad situation, if they leave, this war will be regional between Sunnis and Shiats and so many countries will be involved. That could have a great effect on the world's economy as 60% of the world's energy comes out from the gulf area. If they stay, death of more soldiers will continue. It's a big miss and unless all the countries in the area are REALLY involved, nothing will change.

The war against terror is a self-propagating war. (Note the recent National Intelligence Estimate report stating the war in Iraq has increased terrorism).
We need to get out of the Middle East - and we can do that (and improve the environment) by gaining energy independence.
We can do this by improved efficiency, nuclear power (fission now, fusion in the future) and other alternatives. It might take 10 or 20 years but we can do it.
Then we get out of their faces, and focus on keeping good security at home.
