I can't see from the photo but if these little bumps are white, they MAY be milia. Milia are skin cells that become trapped instead of exfoliating off the skin. They are often caused by the excessive use of face/eye creams or lotions (or the result of immature oil glands). This heavy product usage traps the skin cells instead of letting them shed. You may be able to fix the problem simply (if the milia are not deep). Purchase a gentle exfoliating scrub to use on the area and start being stingy when using creams or lotions around your eyes.

If the above instructions do not get rid of the milia, please see a dermatologist. You do not want to do anything drastic (like trying to squeeze these) as it could lead to infection or scarring.

Prevention would involve:
avoiding over exposure to the sun
use a fragrance-free sunscreen
avoiding excessive use of creams and lotions

Please note, the above will not hurt you in any way but, if it doesn't clear up the problem or these bumps are not white, see a dermatologist for a diagnosis and treatment.
