As long as it's put on correctly before any penetration occurs, it doesn't really matter. In fact, you can make putting on the condom part of the foreplay. If the woman actually puts it on for the guy, it will make him a bit more willing to wear one and can also help give her some piece of mind over whether it was put on correctly. Generally speaking, the woman has more to lose if the condom is not worn or put on correctly so learning how to do it right and then actually putting it on for the guy is a plus for everyone.

We'll actually condoms are not put on before sex, not unless he just goes in you right after he closes the door!! ha ha ha.. Usually it's foreplay first, kissing and you know what. It may take a while before either of you decides to do the penetration thing, then condom comes into play. Practically speaking, the one on top or the one kneeling down is usually the one to put it on... Safety first on hard hat area!! :)

Either one can, but it can be a real turn on to a guy to watch his girl putting the condom on for him. Besides, if the girl puts in on at least she knows for sure it is there, some guys would say it is but not put one on.

The woman. Because otherwise it's this weird awkward pause of: Oh wait let me get this, take it out of the pack and put it on. Now where were we?
If the woman does it, both people are involved, so there's no weird break, and plus giving her a condom to put on you is a pretty sexy way of asking for consent without having to say "do you want to do it?"

I'm a girl and I have no idea how to put a condom on! why should I girl have to be responsible for that? We take birth control pills not guys! They should make some effort to!

Its part of the foreplay, it does not realy matter.
But iff you see the guy does not make efforts to use a condom, then you should take the resposibility upon you to practice safe sex.
Then no one is to blame iff you would get pregnant.

I wouldn't trust him to do it first, especially when it's my body that will carry a child if he doesn't do it right.
Use birth control if you are active, or use some other means, but don't trust him to, especially with diseases, make him do it right.
Its not like it will make him less into you,,,,,,he allready has gotten to home, yes? Make him view your safety and future as number one.
