Most likely they say they have a boyfriend so you will stop asking them out. One of the most common ways that women get out of the uncomfortable situation of being asked out by someone they dont want to go out with is to say they are not available because they are in a relationship.

Most do it because they don't want to be hit on or to continue a conversation with the guy. If a woman wants to be pursued, she will be "available".

It could be that. However, it is more likely a response to turn away a guy that she isn't interested from pursuing her further. She might say this to avoid a blunt no, to save his face, or to avoid hurting the guy's feelings.
