sometimes man cant speak out their minds about asking a girl out but before you ask him out it should only be a friendly date without you opening up that you like him so much since that fourth grade just pretend that you were talking about another friend and hell get it

As long as neither of you are currently in a relationship, definately ask him out. You don't want someone else to grab him and spend the rest of your life wondering "what if".
