The electronics industry is a LOT cleaner than it used to be.

In the US, countries are restricted from using the most caustic chemicals to etch circuit board.

Also, due primarily to a regulation put in place by the European Union, companies selling computers there must use "ROHS" parts, which stands for Restriction of Hazardous Substances. (its pronounced row-hoss) The large manufacturers use the same parts for all their computers, including those sold in the US and Asia, because it doesn't make sense to have some computer parts that are compliant and some that aren't.

A big problem with computers is simply the power they use. Manufacturers are tying to build computers that use less power - its become a competitive advangtage

They could start by imposing severe penalties on politicians who accept payoffs (bribes) from manufacturers to let them ignore existing environmental regulations.

They already are. Everything must be RoHS compliant now.
