The earlier discussion re rule 22-2 is accurate, but somewhat incomplete.

Player A, whose ball is nearest the pin may be asked by player B to mark and lift his ball, permitting player B to play his shot.

Once player B has hit his ball, player A is entitled to "recreate" the lie he had before player B hit his shot.

In the situation you created, that "recreation" might include replacing the divot taken by player B when he played his ball.

Mark them both. Remove one of the balls without disturbing the other. Play the ball on the ground. Replace the second ball on the mark, play that.

One club length no closer to the hole (second player who hit there ball into the divot). You may also choose to mark the spot next to the other ball and hit from there (club face length away from other ball no closer to the hole).

the second guy marks his ball while the first guy hits his shot, then the second guy replaces his ball and takes his shot.
