From an extrinsic point of view, time in the universe does not 'flow'. All of spacetime was created all at once in the instant of the inflationary era.
Only intrinsic points of view see time as 'flowing'.
So it is true that the past, present, and future are written in stone.

time is not happening simultaenously with itself its a type of measurement, it is considered a constant by most meaning it flows as a singular rate of speed always. all time is not happening at the same time, its like a ruler, you start at one end and go to the other.
