wut is the purpose of this valve on tanks and on piping? explain wut the vacuum part does and wut pressure does? thanks

The pressure relief valve is to protect a tank or piping from rupturing from excess pressure. A vacuum relief valve would prevent tanks and piping from collapsing from too little internal pressure.
