If your loft is clean, if you have it up to code, check the area/city you're in. Tthe AU or IF may be able to help you to change the local laws, most of which are written by folks totally ignorant of pigeons.

As for buying squeakers - you want them to be about 4-5 weeks old if you are going to settle them to your loft. I suggest that one thing you do is also to get the beginner's pamphlet from the AU. http://www.pigeon.org I also suggest that you call them and talk to someone there about the situation in your area and if they can suggest anything. Good luck

One word,
DON'T!

If you get caught with them, the birds will be killed. If you feed the chicks wrong, they will die because you can't take them to the vet.

Wait until you move out. Move somewhere that you can LEGALLY have these birds and raise them properly. Not in a situation where you have to hide them and possibly make them go without because you are breaking the law.
