I'd keep him on the leash unless you're sure he's going to follow commands.

First your dog should on a leash { not running wild }. If he had be hit by a car it would have been your fault not the drivers'.
Then get you pet into PetsMart and get some Puppy Training and then Basic Training for him. Otherwise he will always be unruly, if he lives that long.

well depends how big this dog is, but if it is a medium to large sized dog you can get a choker collar. There are proper ways to use this collar, but if you do not use it right you could hurt him. Basically it is a chain around his neck and right before he has the impulse to run you snap it gently. But I also recommend you don't take him out until you've practiced walking him around your house. Make him follow you, never let him lead, and make sure that you keep the leash tense to remind him you are his leader.

You should train him. Particularly make sure he can heel and stay. Make sure he is good on a leash and that you walk him, not the other way around. If you are not a good trainer you should find an obedience school or have someone show you how to train him.

You have to do some serious training.
Start with the basic commands like stop, sit, down, and heel.
These can easily be found in dog books or online.
Stop is pretty easy. All you have to do is tap their nose and say stop when they are doing something wrong. And sooner or later he will listen with out having to tap his nose.
And shouldn't you have a leash on the dog?

Don't let him of leash at the park. Simple as that. Or take him to a dog park where its completely closed off.

well if you dont want to take him to a training class once a week for 8 weeks, contact animal shelter and see if there is a dog park nearby. There is one like 5 miles from my house. just a bunch of big fenced in lad for dogs to run free and gates to seperate them if they get mean. Plenty of fun at a dog park, just watch where you walk

You have NOT taken him to obedience classes have you? That is your best bet. At this point you are NOT the authority figure to him. He is not going to listen to you when he does NOT respect you. Before he gets hurt or killed, TAKE HIM TO OBEDIENCE CLASSES LIKE YOU SHOULD HAVE DONE TO START WITH!!!!
