Given that in cigarettes the tobacco is wrapped in paper I would say, millions of people smoke it daily.
Will it have any stimulating effect on you? No, except if knowing that you are doing something stupid stimulates you.
Is it good for you?

Cellulose is the tough material that plants use to make cell walls. It is a big component of the fibre that your doctor wants you to eat every day. Humans can't digest it, so it helps keep you going. Cows do digest cellulose because they have bacteria in their guts that can do it for them. And, finally, the answer to your question, you do smoke it when you smoke any kind of plant, such as tobacco or marijuana, but it will not get you high. So just eat it.

They make great rolling papers out of cellulose. It is made from plant fibers, but looks like plastic wrap. You can certainly smoke this form of cellulose. It is cleaner burning than traditional papers.

it is part of the cell wall in plant cells....i guess you can smoke it since you can smoke some plants..
