There is nothing obscene about any parts of a woman's body, naked or otherwise. But you can find images everywhere of partially covered nude women on-line. Photography web sites, Live Journal Communities, Nude Photography web sites, etc., all will have images of women in various stages of nudity for you to study.
I'm also an artist and, like most artists, can't afford to pay models to pose. Most of the women I've used in my paintings have come from images and been inspired by images I've found in over-sized fashion magazines or photo magazines.

Look up Lady Godiva on the web. Or go to the Public Library, I've seen pictures in books depicting her on a horse with long hair covering the breasts.
