If you're talking about a US passport.... the average is six weeks for a US citizen to get a passport... so says the Passport Services Office. To obtain a passport for the first time, you need to go in person to a "passport acceptance facility". You can download forms and info on what you need to take with you from the State Department site. It takes 6-8 weeks unless it is during the busiest seasons, holidays and summer time. The cost is around $82, unless you want it expedited. Then the price is doubled.
You can get the forms at the local post office. You also need a copy of your birth certificate with a seal on it to verify that it's authentic and two B/W photos.
Your passport comes to you via mail. You must sign for it.
