The rack was a torture device used in medieval Europe. They would slowly stretch your arms one way as your legs went the other. This was painful, but the real pain came when the suddenly released the tension and the spin collapsed back on itself. Racking your brain is when you torture it by over working it.

Wracking ones brain, is the mulling over or repeating over
and over a certain thought ,phase or idea that you come so very close to that you may end up with a headache, but never seem to quite put your finger on it, or come up with an answer,and I've never seen it in any other context except mental.

It means to search every single brain memory cell to try and find an answer .....since it's just a saying to express when one has gone over ever thing he can possibly think of to find the answer or solution to a query or to solve a problem of some sort... He feels drained and bummed out that even with all that searching he still can't remember the answer or figure out the solution to problem. In short term he ends up with a headache and still no answer
