If a guy ignores you...?

does that mean that he just does not care about you? Or could all his excuses really be valid (busy, not having his phone, etc.) This has consistently occured in a long distance relationship over the past 3 years or so. Getting him to call/text me back is a huge production. My brother says if a guy truly cares about you and loves you then he will look forward to talking to you and always make time. Is this true?
