Peacekeeping forces are rented by the UN from member countries. The UN pays the country supplying troops a set rate per soldier. The difference between what the soldier is paid and what the UN pays is profit for the donor country.

As a result most UN troops come from third-world nations. The low pay for the troops tend to result in the lax discipline and corruption that is endemic to UN peacekeeping operations.

These problems are why most successful peacekeeping operations are conducted by groups of nations operating independently of UN control. (Examples are the Balkans and Haiti before the UN took over.)
