not necessarily stupid, more like "what, you never thought about it/ isn't it obvious?" in most cases, but it can mean slow, or what some people refer to as tube-light.

It implies that the person that you say it to is stupid. That they were stupid enough not to get what you were saying. Kinda like your friend....

No, it only means "ain't it obvious" but it doesn't implies of one person being stupid.
