Thats an annimated gif, just a series of gif files zipped together with a gif annimator. You should be able to find a program to do that for free on softseek.
Most of the trials allow several files to be made, you can do the photo effects with a digital camera

This is an animated GIF. Since you don't want to use Paintshop then try CorelPhotoPaint or the free GIMP paint program from http://gimp.org/downloads/.

You can use Flash for that and simply export as a .gif

You need to have your pictures in the gif format. Photoshop has a way to put them together in a series.

Yes its a program called macromedia flash or you could use adobe photoshop. Although these two programs are hard to understand i can help you if you need it.
