The tenants are poor. Requests sexual favors in lieu of deposit. The sicko is married. He targets women with low self esteem,druggies and anyone he thinks he can. We want to present something to the police that will hold up in court.
The second landlord is also married and owns a lot more property, preys on women the same way. He has a lot of buildings which are run down and ready for foreclosure and also doesn't keep the apartments up to state standards but tenants are poor also. Population of area is about 30,000.

Hide a webcam or something, anything that gets a recording of him. Audio or video....

Tape record conversations. But tell the police what you are doing first or the landlords could try to turn it upon you by calling you prostitutes. Get the police involved, take a free consultation with an attorney if possible.

Listen to the guy above me. If there are that many women who can give accounts and file or add to the complaint that's pretty supportive evidence.
Don't use a voice recorder, it's illegal to record someone without their knowledge and it will be rejected by the court as evidence... unless you can get it on an answering maching or voicemail, there has to be an understanding to the speaker that he is being recorded.

Take the affidavits of the victims and witnesses then file a complaint of Threats and Sexual Harassment against the landlord in the Police Headquarters so that he will be investigated and a case against him will be filed in court.

Well the best way to catch the guy is to record it. It is the best evidence that will hold in court. Another thing that you could do is to make one of the abused women to confess that and you can video tape that. That is even better!

Use a voice recorder and a camcorder if possible. If not then call the cops and they will set up a sting operation to nab these sickos.

If there is anyway that you can get your hands on a small recorder or video recorder that would be a slam dunk. If not check with your local legal aide and hopefully they can help with a remedy. Good luck hope you get this one fixed, what an ***.

Call your local district attorney's office and ask for advice. They'll know the best agency to contact about getting you some help. Do NOT try to investigate or "prove" this on your own... and don't let on that you're contacting the DA. Report it.. and let the officials do their job.

I think hidden video camera's and voice activated tape recorders will catch these low-life's you should be able to rent something cheap! Or! get the police to do it for you!
