definitely

someone who is lacking protein, that's definitely noticeable especially in things like hair, nails and skin, since they are all made of protein. a lack of iron can give someone a pale, dull looking face. the B vitamins give your cheeks that red tinge
nutrients like omega 3, all healthy fats like olive oil and avocado all contribute to healthy skin and that noticeable glow. somebody who is lacking in these might experience dry skin or dull skin (depends alot on the individual)
these are only a few examples, but pretty much every nutrient plays a part in our appearance, subtle or obvious.

overall, a persons appearance really does reflect their diet. when we look at someone we can usually judge whether they are healthy or not - even if can't pinpoint what it is exactly that's wrong with them. but it's noticeable and a good looking person is someone who glows and feels great about the skin they're in. only healthy people truly achieve that i think

and to answer the second part of your question: yes it will change when they begin to eat healthy. the change is rather quick too, and they'll wonder why they didn't change sooner.

yes it can...all my brother ever eats is junk...no water, no veggies. and he has pimples all over. now i know this can happen event o people who eat well, but the eating bad certainly doesn't help. Just look at anorexics. Look how their hair is brittle and dry, and their skin is sallow and pale. its because they aren't getting nutrients. when you eat right and drink water youjust glow. i find that eating healthy (for the most part, im not obsessive about it) and drinking water and also working out (even just a couple times a week) and stretching has really made me happier.

most definetly...

people forget that the dermis is the largest organ of the human body. what we eat also has a direct effect on the endocrine system. the more healthy the diet, the better the condition of the skin.

Your body requires certian nutriants for healthy cell growth. Your hair requires certian things, your skin another. So if you eat foods that are lacking in these, then it will show. Take a look at someone who drinks all the time. Their skin is usually weathered looking because they don't get what it needs for healthy growth. So in a word, yes.
