Actually, Cathay Pacific (Hong Kong based airline) is presently sponsoring a scratch off game on their USA website as well as a sweepstakes, not for cash, but for airline tickets and other prizes, you need to be a registered member of their airline to receive the game. Maybe you can access the game through their USA website, I received the game through an e-mail from Cathay Pacific as I am a registered member of their frequent flyer program. I don't know if this is what you were referring to or not.

I t does sound a little suspicious, doesn't it?
As far as I know, the only legitimate company operating under that name is a resource database and consultancy service on international trade.

not that i know of. only lottery here is run by the government, other then the underground two and three digit lottery runned by the mafia here.
