Just say hello and start a conversation.
I have made many friends with shy people this way.
Pass him your phone number or ask for his- but being a shy person he may think you are too forward or if he likes you he will be excited to have your number to call.
The ego is fragile. Friendship and respect is important above all else if you are to build a friendship that may lead to more while you get to know eachother.
Ask him to hang out with you at a bookstore or with some friends. If your family is open to your new friends see if you can invite him to a family function. Do not feel sad if he declines but, if you ask enough times things will move forward one way or another.

I'm a guy. I'm shy. I open up easily and very quickly to girls who take the first step. The only problem is that there are very few girls who do. So if you do, that's a HUGE advantage.
Start the first conversation about something simple like school, weather, current events, etc. By the end of the conversation ask for phone number and email. And BOOM - you're in. Instantly. That works.

Come on. You are a girl. You always have the upper hand. It's so much easier for a girl to start a conversation than a guy. Just go up and say "Hey, how are you doing? Whats going on?" How hard is that? Break the ice. Good luck with the dude ;)

Just talk about anything.... some small thing that happened at school , on the bus, at work ,on tv that you know you both experienced or know about. It is called small talk, you do this enough you will win his confidence, and then you maybe unable to shut him up.... good luck

well if he really shy, you going to have to make the first move! just start chatting about everyday stuff, ask for his opinion on something, be natural and laid back and see what happens

i had a boyfriend that was like that. I found out what he liked and found out it was electronics and video games (we were in high school) i asked him to go to the mall with me to help get a stereo and he went for it and went with me. We were together for 4 years. It sounds stupid but it works.

talk to him about something he really likes, just a little at a time, because you don't want to overwhelm him, and sooner or later you two will start talking more. making him laugh is always a plus. or ask him a questiong about something you know he knows about and you are clueless at.

find some comon groun every one has something that they like to talk about try and find out what it is then strike up a sentece with that topic.
