If they have a judgement against you they can access any funds in your bank account.

They can not offset the Federal Refund from the IRS, Only Federal and State debts can offset your refund

They can't use the IRS and FMS to capture your refund directly, but they may be able to put a lien on your bank account and take it after it's deposited.

Yes, they can. (As the others said, from your bank after you get your refund)

They can garnish bank accounts in most states.
