I am fat from my hips and thin from every other place. Can you tell me how can I lose them?

Unfortunately, there's no real way to say "Do this and it'll take fat from this area". The body burns fat from wherever it so pleases, even if you know your trouble area is your hips.

Just exercise healthfully and hope for the best, I'm afraid. Eventually your body will get to it!

Take a good look in the mirror... your pelvis might be big because its bones are large, in which case there is no way to shrink it.

For example, I wear a 27 at my skinniest, no matter how much weight I lose I cannot wear a 26.

Even if this weren't your case, there is no way you can direct your body to lose fat in one spot over another. It depends on genetics... your only hope is to keep on losing weight till it will eventually come off of there as well.

Despite my tiny body frame, the last places I lose weight from are my boobs and my *ss, so I can relate with you.

The best thing to burn fat is exercise. And more specific, an intense cardio exercise that gets your blood to pumping. You have to get to burning the excess stored fat and not just using up your calories. Start walking, jogging and get to burning the fat. You can do it.
