I am buying a new harddrive for my computer and plan to install it before I download vista. Does this mean that I need to buy the FULL version of windows vista because there will be no previous Windows copies on my computer. (I dont own any of the old Windows CD's)

That is correct. You can only use the Upgrade version if you have previously installed Windows XP or Windows 2000 on your computer.

Legally Yes, you need a full copy. Technically No
Microsoft has a method to do a clean install using an upgrade disk when no previous OS is on the drive,
