God is longsuffering (patient), not willing for any to perish. But it does depend on the individual, when presented with the choice about repenting of their sin and accepting Jesus Christ as their savior, if they will do this. God cannot choose for a person, He just gives them the opportunity, sometimes over and over again in life.
