The dirt must be treated by a hazardous waste incinerator. If it is not treated before it rains it will float to the surface and end up in the surface water.

Probably depends on how much was spilled.
I spilled a few cups of oil. After hearing about bioremediation, in which starch was sprayed on the rocks where the big oil spills happened, I figured I'd be okay pouring my macaroni water where I had spilled the oil -- let nature do the rest. It seems to have worked, and I got to eat a lot of macaroni.

I was going to suggest cat litter (which does well for spills in garages) but would not be so convenient for kitchen use. Do as much mop-up as possible with dry paper towels, and finish up with sudsy water and a sponge.

there is a bacteria that people can put over and oil spill in the dirt that will decompose it.
