I'm going to take 3weeks vacation. I would like to try surfing and see some interesting cultures,thought i don't speak spanish and i don't have mauch mony. Where is cheap and easy place for that?

A city called Florianopolis in the south of Brazil!!! There you go to a beach called Playa da rosa where all surfers around meet, also from USA and other places.
Then, from there you take a bus and go to Punta del Este in Uruguay.
