Done by a business that has their own stamp machine in their office. There is an account number on the stamp and the post office has the business pay, say, $200.00 in advance - it is recorded in the stamp machine and each time the machine is used the dollar amount is subtracted from the businesses account. When the account gets low in $ amount you call the post office and they sell you more Stamp credit. The business pays in advance (by credit card over the phone) for the increase in $ amount the machine requires.
