If I won the lottery I would pass out first then pay my bills and give some to my family.

Depends how much. In order of priority:
--give a portion to charity (mostly church)
--pay off my bills
--replace my car (with another sensible car, not a Ferrari or anything)
--buy a house
--return to college -- or -- start a little business
