Neutralizing hair color?

Must all artificial hair color be neutralized before starting a new color?

no. if you like the existing tone, then you can work with it. like golden highlights on a golden base. or a darker red to cover a lighter red.

if by neutralized you mean stripped out, i dont think so if your going dark ,but it will have to be bleached if you were going blonde. your best bet is to talk to a salon they will advise you properly
