If you already have an image document, to turn it into a PDF, the best thing would be to have the full version of Adobe Acrobat Professional. But that usually costs a lot. If you do, simply right-click the image document and click on the option to turn into a PDF.
If you are not interested in that, which would take time and money to get and install, I would suggest downloading a free PDF creator, such as PDFCreator. Install it. Then open the image and go to file, then print. Choose PDFCreator and it will ask you where to save your document. Once done, you will have a PDF.
The key thing to know is that in order to create PDF, you usually use the "print" feature. Creating PDFs is like printing to a printer that saves PDFs instead of printing hardcopy pages.

Hi califonya_girlygirl,
If you have a Mac, you can convert anything to a PDF file by the File > Print... menu command. There is a PDF button to save your graphic, text, or what ever to a PDF file.
Also, it sounds like you might need to scan your document larger in size. Best of luck to you.
