As a healthcare provider I can tell you that tinea capitis needs medication that you take by mouth...no topical medication works for this. The problem is that most of the oral medications are not recommended for children. Take her to a dermatologist...they are more educated in the use of these particular type of drugs and tinea capitis.

You need prescription medication. If they recommended medicine why don't you have a prescription? This does not sound right. It is not an emergency condition, so I don't know why you'd take her to the ER AND her doctor.
It's not their job to do anything to her- it's yours.
You are her mom.
Get her what she needs, and apply it correctly and the condition will go away.
