Tell her about the locks of love program: a program that makes wigs out of your cut hair for bald cancer patients
It would make a big difference in their lives
If that doesn't work, buy a detangler spray
Many major hair companies sell them
After you spray it in hair, it makes it very easy to comb through

I am not sure how old she is but if shes little, maybe take her in (weater permitting) after you wash it at home so its wet and untangled already. Or do like they do at the dentist and leave the room or stand outside, believe it or not all that fuss is usually just for you. I am a hairstylist and another thing that worked is let her sit on your lap and don't request anything difficult, like if you have bangs cut know that you will be there ever 4 weeks for a trim. But if shes over 5 give the salon a head up and let them know you will be outside when its her time. Almost all kids do fine once the parent is out of sight.

Take her to a beauty shop that is specifically for children - there is a chain called Cookie cutters in the midwest and there are similar chains in other parts of the country. The kids sit in a chair that is shaped like a car and there is a tv at each station where the kids can watch the dvd of their choice.
If she still fusses, bribe her - come up with something she really wants to do and promise to do it right after the haircut if she behaves well. Don't take her if she doesn't.

well miss dubya its simple, next time you see a add on the tv for that not painful hair wax give um a call. while your daughter is sleeping just poor it over her head and watch the hair come off! then you wont have to worry about it for at least a couple of years and life will be better without the conflict of a hair cut.
you can get hair wax plus for only 8 payments of $9.56 with this special online offer! and if you call in the next 2.45 seconds you'll get a a free toaster.

2 things: bribe her first...ask her what she wants to go get her hair trimmed. second - ask her to flip through magazines and ask her which hair styles she likes and what she thinks might look good on her.
Also - insist that the hair dresser use a wide-tooth comb to untangle and comb her hair. No one likes stylists who tug to get the comb through and you don't want it to be a painful experience ever.

locally we have a kids haircut place geared specifically to children...they have toys to play with while you wait and the seats aren't regular chairs but animals to sit on...when the kids get their haircut they pick a video to watch...it works great...my daughter, now 4 hated getting her cut...it really was a nightmare but since we found this place she asks to go...try and find a place like this

I had that problem when I was younger. I was simply told that unless I kept it untangled, it would get cut short, which I hated.
