Dell told me to reinstall windows...dont do that it takes too long...GOOD LUCK!

First off, you must be a system administrator to delete accounts.
Secondly, depending on the size of the account, it can take quite some time to delete the accounts, as windows has to search the entire hard drive.
Try again, I have seen it take up to 20 minutes.
Make sure you disable your norton, msn messenger, limewire and any other programs that like to run in the background if your processor is freezing, so all of the cpu can be used to delete the account
For best results, push F8 at bootup, and choose the safe mode option. This will ensure only needed processes start.

Set up a new admin account.
Log into the new admin account
Delete the old accounts as need be (including old admin accounts).
Adjust the menus. I tend to have everything in All Users and then leave the additional menus with program/start folders only (empty). This is for one person.
Otherwise it is more fiddily as each menu is customised.

If it were me, I'd do a reinstall. Is worth learning it, just finding drivers is a pain at times.

Disconnect from internet, reboot, delete account from Command Line, re-boot, make a backup , re-boot, /user is gone.
*note, you must be logged on as an /admin to delete /user/joesue
