I don't expect them to but it's nice. Sometimes guys get mixed signals, or are shy, so they feel awkward making a first move.
Try being more flirty and touch him a lot. Then get him somewhere kind of private for a while. Hopefully he'll take charge at that point but if he still hasn't made a move, then just kiss him.
He may not recipricate your feelings but at least you'll know for sure. It's better then wondering. Good Luck.

That is a broad question and it really depends on the individual (Guy)
Each guy may react differently to a girl making the first move, some guys
May be self consensus about making the first move themselves for fear of being rejected
If the guy is slow then make the first move yourself, if you like him. Isn’t that what women’s lib was all about.

To many of us have been bitten by the she snake
PLEASE make the first move
Most company's and school's have a zero tolerance policy so if a guy tried to make even the slightest comment it is derived as a sexual and he is off in chains

i don't think the girl should make the first move. yes it is easier for the guy. and if you are wanting to make the first move like lets say just holding hands for example all you should have to do is leave it in the open close to his. he should notice it and if he puts his hand in the open then he is saying that he want to, but if it is the open he should just start holding it. it depends on how nervous or shy he is

It's not expected but I wouldn't have minded if my girlfriend had. If you do make a move, start small, like linking your arm around his. This tends to make a lot of guys feel needed.

It really depends on the moment. Usually it just happens when it happens! and it's almost always a mutual thing, where both people are receptive at the same time. I wouldn't enjoy anything forced on me nor would you. Just go with the flow, hold hands, snuggle, then advance on.

As a guy, it soooooooo much better when the girl makes the first move.
it makes us feel a lot more comfortable and less pressured. Even better
when the girls is the one who gives the kisss(es)
