What I had to do was dig a two foot wide shallow trench along the inside of my fence, attach 2 foot wide chicken wire to the existing fence, the full length of your fence, mash the chicken wire down into the 6 or 8 inch deep trench and cover it back up.
I had a couple of fully trained Protection Dogs and that was the only way I could find that stopped the one from digging out.

The landscape timber answer is a good one. If you have a chain link fence, you can build forms and pour concrete. Simply dig down a few inches and make sure the forms are high enough to enclose the bottom of the fence. This worked well for me, an added advantage is concrete won't rot.

have you tried placing "chicken wire" down about two to three feet from the fence? Have it attached to the bottom of the fence and lay under ground the remaining . Do this all around the yard and it will probably stop it. Also, you may try an "invisible fence" all around the base of the fence so that the dog will receive a slight shock when he gets too close to the fence.

the only thing I know to do in that case, is to put plastic sheeting down under the fencing. It's supposed to deter the dog from digging. Is your fence a privacy fence, or chain link? Some dogs only dig if they can't see what's on the other side.

landscape timbers. Only around $3-$3.50 a board. 6ft in lenght so it covers alot. We had to do this as we have a 6' white vinyl fence and our Rat Terrier was digging out. My husband dug underneath and put the landscape timbers in so its flush with the bottom of the fence. Works like a charm now

You will need to attach wire mesh to the bottom of the fence and bury it to a depth of about six inches. It's a big job but the best way to keep her from digging out.

You need to buy some Quikrete ( concrete ) and mix and pour it on the places your dog is digging so she can't dig out either that or put a very low electric fence wire down there to discourage her from digging.

Dig a narrow trench around your fence-line, then drop in strips of 8-12 inch metal edging, then refill the trench with dirt.

Try putting some rocks not tiny pebbles, but landscaping rocks that are stable so they won't fall and hurt her.
Hope this helps!
