i have the same problem, but i gave up on him because he was too immiture. guys are different, some think its hot when girls make the first move, and some think that it is a sign that the girl is bossy. my advice is do both. flirt a little, if he doesn't get it after a while, just be straightforward and tell him. good luck =)
