People get places confused. Sutters Fort is in Sacramento, where John Sutter lived, but it is on one city block in the middle of town. Sutters Mill, where gold was discovered, is about a one hour drive to the east. The Coloma Gold Discovery State Park (google it) contains a re-creation of the mill as well as many historic buildings. The park staff sometimes gives panning lessons. Gold panning can be great recreation and I believe it is allowed in the park - just don't expect to find riches. I grew up on top of the Melones Fault, aka the "mother lode", and in spite of years of trying I never even retrieved more than 1/4 ounce, BUT I had fun playing "49er".

But special events are scheduled throughout the year.
I would contact them and find out if any panning is scheduled.

No but there are many places with 1 to 2 hours of Sacramento wher you many of these are along the upper Ameican River. Make sure you are not on someone else's claim first or you will be breaking the law.
