It depends on the state. However, in most circumstances, you must be either an officer of the court (judge or justice of the peace) or an ordained clergy. Some states allow a one-day license for those who are neither. You can inquire at your local courthouse.

Depends on the State. In California, you have to be an ordained minister of a recognized religion or denomination, then it is automatic. In Nevada, all you need do is fill out a form and say that you are a minister and pay the fee.
I've only done marriages in California and Nevada.

There are several people who can marry a couple in Wisconsin. The court commissioner, the judge, the ordained minister, the licenced minister, the indian tribal judge, the appointee of a bishop, a rabbi, and even by the two parties themselves in making mutual delcarations in accordance to their religious customs rules and regulations of any religious society or denomination to which one of them belongs.
So You can become a judge, or a minister, a rabbi, or be appointed by a bishop.... etc...

In some states you need to provide a notorized copy of your ordination papers.. and some online churches will ordain you for free.. then you can pay $15 or so to get a notorized copy from them.. then you take that down to your local registration place.. county.. or state (depends upon where you live) and register it with the government... then you can perform marriages.
