I have 2 people who have outlook on their machines on a network and the want to see/share a calendar to if person A books a room then person B will see that without having to go to person A's machine.
I know it's possible if MS Exchange is used.

Oooops.... i just realized you said WITHOUT exchange. What is being used then?

Yes, you create a user account in Active Directory. It's called a Resource Account.

Add your general users goup to have 'Full Mailbox rights" and also add the setting to "Associate external account" (do this on the Exchange Advanced Tab > Mailbox rights)
Then you log into the account, open Outlook > Tools > Options > Resource Scheduling and apply the settings you want for the Calendar.

Once those settings are in place. Disable the account in Active Directory so it doesn't pose a security vulnerability.

Then users can add this account to thier meeting requests in the resource field ot book the calendar.
