I want to order something that's not legal to buy in my state and have it shipped to a friend in another state. If I pay by credit card can the seller deny the sale because of where my bank is located?

Your bank can't reveal your address, and the location of the bank has nothing to do with where you are. Every time I've purchased anything on-line, I've had to supply the billing address for the card I used. If the address is not correct, the charge will probably be declined. The business may have a policy requiring the shipping address to match the billing address on the card. As far as I know, such a policy would be legal.
