The cheapest place is probably a "free to good home" ad in the local paper - after all, kitten season is almost upon us. However, such a cat would probably still need all her shots and wouldn't be fixed yet, so a cat from the shelter, with a higher adoption fee but all shots and already fixed, might actually be the better "deal".

However, please stop a moment to consider this: Why are you so concerned to find the "cheapest" cat? If it's just because you don't care for purebreeds and will be happy with any cat, fine. However, if it's a really a matter of not having much money to spend on a cat, what will you do if your cat gets sick or injured and needs the vet? Vet bills can add up quickly. Also, don't underestimate the cost of food, litter, toys, etc. Have a look at this article to get an idea of how much you'd have to spend:

look in the pet section in the newspaper and look for free cats or kittens.
