If this is a serious question, I put foods that I need the least often since they'll be harder to get to. (Ice packs go on the side because I will actually use them.)

In my upright freezer, I load up any back areas not being used for regular food with plastic jugs filled with water (leaving a little head space for expansion during freezing). If we lose electricity, they will help keep the food inside frozen longer, and they're also a good source of water for serious emergencies.
